Village hall music licence responsibilities: committee or hirer?

Short answer: Current PPL PRS guidance says the venue operator is responsible in most community-building cases. It assigns live-music and specially featured DJ events to the body operating the hall, while fitness and dance classes split responsibility: the operator handles the PRS element and the hirer or instructor handles the PPL element. Put the music use on the booking form, but do not mistake the practical booking contact for the licence holder.

Start with the current responsibility table

The current PPL PRS community-building page provides the responsibility table behind these distinctions. Use that live guidance for the actual booking. The operational contact may collect information or reset equipment, but that role does not transfer licence responsibility by itself.

Write the answer into the hire agreement

Avoid blanket permission for music without naming the source and use. A useful clause records:

• the booked room and outdoor area, if any;
• the music source and who supplies it;
• whether the use is background, class, DJ, live, karaoke or video;
• the approved start and stop time;
• the hall's confirmed responsibility;
• the hirer's confirmed responsibility;

Attach the reply or reference number that supports the decision. If the hirer swaps a quiet meeting for a DJ party, treat it as a changed booking.

Keep the hall system separate from hirer equipment

Label the hall's ordinary source and cables. A visiting supplier should not have to guess which amplifier or account belongs to the building. Equally, the committee should not inherit a personal phone, playlist or login after the event.

Use a key-return audio check

Before the hirer leaves:

1. stop every temporary source;
2. disconnect supplier equipment without changing the hall's labelled wiring;
3. check the main room, lobby, kitchen and outside area;
4. restore the ordinary hall setting or silence;
5. report any changed equipment or unresolved source;
6. store the booking record with the hall evidence.

This prevents the next group from inheriting last night's phone, radio or event volume.
